Kentucky closed, and I can't form corps.

Late Sept. 1862 in an April '61 Union campaign, Kentucky regions are all still closed except for the Cincinnati-Louisville-Lexington triangle, and corps are not available (yes, the generals are active, have 2 stars, are within range of an army, command no troops directly, etc.). Kentucky entering is now modeled different than in ACW1. In acw1 it would join Union by event in Nov 61. Now, in September it opens few regions around Louisville and Lexington to Union via Camp Dick Robinson event. For the rest of the Kentucky to open up, it must be invaded via diplomatic option, as was the case in history. The cost of invading is high in 61, and less high in 62. So now you have more open ended game. You have a choice do you respect state neutrality or do you not :)

So should there be another option in the diplomatic menu? All I've ever had there are the trade and territorial concessions options.
