how to organize New Orleans seaborne expedition in W 1862 campaign?

I just started playing the one-year "west" campaign, and the scenario notes talk about organizing the seaborne expedition to capture New Orleans. I am wondering how to do this? In the regular campaign, you would raise units on the east coast, load them on a transport and move them down, I assume. Given that the east coast is grayed out/off limits in the west campaign, this doesn't seem like an option. Does an invasion stack just pop up as an event or automatic reinforcement at some point?
