Russo-Japanese War - Manufactured Goods?

Finally getting around to trying the RJW scenario and discovered that there is a requirement for Manufactured Goods to purchase replacement chits and for necessary unit maintenance every turn. However, there are zero Manufactured Goods available and no way offered to build or buy any. The net result is that the forces immediately start to disintegrate and there are no means to mitigate or prevent this form continuing until the army effectively ceases to exist.

This with 1.04RC2 beta patch installed.

Any advice or fix is appreciated, thanks in advance.

well here is two suggestions (I've not played the scenario since the game came out so I can't remember how it originally was set up):

a) in the confines of the scenario this is WAD - you've not mentioned the side you are playing but the scenario assumes that side has no capacity to replace lost men.
b) run this:

SelectFaction = $CMN
StartEvent = missing manufactures|1|1|Null|Null|Null|NULL

Stick that in the Russo-Japanese war events file and it will give you a one off stock of 180 manufactures, if you want more or less, change the 180 value
