Upgrading lvl 2 factory electrical parts to lvl 3 and others

Hi,

I´m playing Germany during 1887 now. Until the 80s everything went fine. Now I get critical errors at the end of every round and noticed a few other problems.

1.) Lvl 2 factory for electrical parts cannot be upgraded to lvl 3. I would have to raze them manually and build modern new ones.

2.) Something concerning changeregionownership does not seem to work. Main Log says (after every round has been terminated).

I haven´t captured anything there. I´ve built a few foreign investment structures in Italy, Turkey and Austria but until the 80s there was no problem with that.

3.) I´ve met all requirements for a protectorate in Asian colonies (Annam and the region with the colonial capital Hanoi). The card "protectorate" can be played in these two regions. But everytime I do that after one or two rounds that card is cancelled without a useful explanation (something like "Building can´t be built because the building can´t be built").

4.) There are several other strange happenings during the 80s I did not see before. For example if I play "Invest in universities" in Germany itself a few turns later it is aborted with the explanation "cannot be built because region is not civilized enough". The development level there is 100 %.

I have to add that the colonial problem has solved itself. There was a French infantry unit lurking around Annam and Tonkin. Although there´s no war, we have a historically unfriendly relation (- 37).

Protectorate card can be played as long as no unit is around.
When a French infantry unit appears, card is cancelled.
When a French infantry unit is in that province and at the same time a German infantry unit stays there, card can be played and maintained again.

UPDATE:

I thought the newest quickfix was already included in 1.03. It was not. So I installed it and the critical error problem seems to be solved. Thx for the hint.

After one working turn I face new critical crashes again. Game cannot continued anymore according to Main Log:
