Event bug in Civial War scenario

Been playing the Civil War scenario as Caesar recently and came across a bugged event. The Mauretanian Horsemen event will not fire at all. I’ve selected it dozens of times with more than enough cash and EP to play it but nothing happens.

If I had to guess, I’d say the Hispania event that gives Caesar control of Hispania fired in the mid to late 30’s turn range. The event appeared sometime after that and I’ve tried many times to play it without success. The game is into the 70’s turn range at this save point and near the end so I thought I’d post a save for debugging purposes.

Not sure if it makes a difference, but I am playing the scenario through my BOR game and not through the AJE game. The saved file I’ve attached was in the BOR save folder as well.
