Releasing Fixed Units

I just finished playing The Year of the Four Emperors scenarios as the Vespasians. One thing I could not do is get the units along the Danube to release as the scenario descriptions alludes that you have to do.. The manual says:

Fixed Forces may not move from their fixed
location until:

A friendly non-fixed Force ends its turn in the region (or structure) with the fixed Force (as per scenario
restrictions),
The fixed Force is attacked by enemy forces, or
A specific date has been reached (as per the tool-tip).

I tried putting Vespasianus' force in the same location as Antonius but Antonius remained locked. How do I unlocked these forces along the Danube?

How do I even know if I can?

When a fixed force can be unfixed by a friendly force, you have a indication of it in the tooltip.
AFAIK, the only AGEOD games using this feature are BOA/WIA.

In AJE series, this feature is not used and you cannot unfix a force with a friendly force.
