Hi again, sorry to be a pain but I can't find in the manual if the small exclamation mark on the top right side of the unit portrait has a special meaning ? All the units I see, mine or the enemy's have apparently one so I'm wondering what it is ...

Mmm... Not sure why but it looks like a glitch...
On that little square you should see the number of stacks in the region... So it should be 1, or a 2, or 3... Not a !
Don't you see any numbers there on any stacks?
Does the text on the rest of the interface look ok?

Edit: now that I look at your image again I think everything is ok... It's not a ! But a 1 on white colour... The ! You see is in fact the shadow of the white 1

... and why do all the units on the board have the same "1" ?

It means there is 1 stack in the region. Just divide you force in two or more stacks dragging and dropping units on the same region and you will see 2, 3 etc...
