Is the Pontic 'Military Reforms' Option worth taking?

The Pontics get a 'Military Reforms' option mid way through the Great Mithridatic War scenario. This means for 20EP + 100D they can build 6 stronger roman style phalanxes. Do you think this option is worth using?

Yes indeed, those units are clearly superior and almost a match for Legions...
