Missing Replacements?

In some of the AJE scenarios some types of replacements are utterly unavaliable despite not being obvious that they shouldn't be there. Like African units most of the time. Is this WAD?

I'm just noticing that I can't replace Spanish garrison losses as the Populares in the same scenario (Gallic swordsmen). Maybe there's a rationale for that one, though...

As Carthage in the FPW, I seem to not have access to replacements for Celtic/Gaul mercenaries, but I do have replacements for every other mercenary type. Is this WAD or is this an oversight?

I am playing Marius vs Sulla as Sulla.
I have the same problem with an allied fleet 'Classis 1' from Sidon for which cannot buy replacements.

The fleet lists under SEL in the Force summary but the individual ship details show as HEL (with sky blue unit icon).
I am not allowed to buy replacements for HEL in the Production screen therefore I cannot repair my ships.

Is this a scenario bug?
