Making South America Fun

Hi, I'm looking to mod a couple of South American countries to make them interesting for a PBEM game. I'm going to do Argentina, not sure which one the second will be (though I can apply the same stuff to whichever we choose, anyway). I'm wondering a few things:
I know how to make the nation actually playable, but it's a little empty as-is:
  • How do you add objective cities for a country? If I wanted to make Buenos Aires, or Montevideo an objective, how would I do that?
  • Do I have to add units to these countries? I seem to remember reading that minors don't, by default, get the ability to build all units. Will I be able to build all the ships/siege artillery/marines/etc if I just get the necessary tech?
  • A minor problem for our game, but how do I enable all the colonial options for a country? At the start, Argentina has none.
  • Are there any other things I should do before beginning?

Any help would be greatly appreciated!

Hi. Seeing this now, years later. Are you still interested? I've been exploring some of those things. Far from having all the answers, but it could be helpful if you still would like to do this.

I'd be interested in playing a South American game. :cwboy: :indien:
