No Replacements for White Center side

I can't buy repacements for White Center troops thats appears in PSKOV.There are not option for this side in replacemets pool.
It´s a bug?
Another question it's that recruitement prisioners option dont work.I have all the requisition and in the objetives windows show 17000 red prisioners.

WAD as this force was historically small and without sufficient territory to recruit more. Now, of course, something should be created if this force gets Petrograd or sufficient land.To be explored....

Yes Clovis it makes little sense the possibility of acquiring new units and unable to obtain replacements for existing
When the Baltic states join the fight they can build new units , I think this would be also a good time to buy replacements.

The option to buy replacements to prisoners of war works fine?
