Are you sure your side had enough money and War Supply to activate this option ? Because you can always check it but it won't be done after the turn resolution if you don't have this conditions.

The conditions are :
EvalMoney >=|100
EvalWSU >=|10

Yes, I've got plenty of all that is needed.

Actually, recruiting a new general won't work either. I guess it's related to my end turn crashes...
