Noob here. How do I activate a general. Or is that something I can even do?

Well, there is not much you can do, per se, as the game settings in Options control this.
So if you want always active generals, you select this in the Options.
If you like a bit of chance for some to be inactive, you select the second option.
If you do not mind the penalty of locked generals you select the third option.

Beware, the game has been designed to be played with always active generals:
Manual_PDF wrote:The default settings are recommended, especially for players that are new to the game system used in RUS, except for the Activation Rule where it is always recommended to select the box where 'commanders will always be able to move their forces, even if not activated'.

The manual was badlly meaning that 'always move' is recommended for experienced players too, all players.

I agree with the manual. Best play in RUS comes with the 'easy' activation option. Though I love hard activation in other games.

New 'veteran leader activation rule' could fit perfectly if that is possible. Main concern was I think leader and unit combination was not much possible with 2-3 st. rating leaders that they rarely pass the test.
