Performance Issues

Hello, I recently purchased this game but have been having some frustrating problems in regards to performance (FPS). I usually get around 10-15 FPS while in game, sometimes dropping below 10. I have an ASUS laptop with an NVIDIA GTX 860M graphics card, Intel Core i7-4700HQ CPU @2.40GHz, 8.00 GB of ram, and windows 8. I can run every single other game I own at 60 FPS (medium to high settings), many of which are much more visually taxing than this game. I would appreciate it if anyone could help me out with a fix, thanks in advance.

First advice is to run the game as an administrator. If this does not work, check back.

For this game, your CPU is not the best: an i3, 3.50GHz, would be better, as the game use only one core.
Too, this is not a 3D game, and it has huge detailed 2D map (even it is never fully zoomed), so IIRC your graphic card must have a not so powerfull engine but a big graphic VRAM memory too (however I think more than 4Go is useless).
