Event: troops are deserting from siberian army

Hi.
I often see this event at the start of the turn, but i do not know what it is really doing.

I did not noticed some units missing. Or unit being damaged. Maybe i did not look at the right place.
Maybe it is only conscript stock damage.

Not sûre.
Anyone know more ?

I sometimes see this for any faction I play. I think it might just be too few in number, for it to be visible on the display without opening individual regiments.
sometimes, though, if I don't have enough Commissars, entire regiments might desert.
