building new depot

Is it now impossible to build depot unless the 2 supply wagons are 100% intact ?
It makes thing really hard because almost all my wagons have some damages because of attrition. I understand there was a gamey trick to build depots with newly built wagons but the other extreme is real tough too.
I mean, I'm not going to spend White replacements on my supply wagons, am I ?

edit/ it seems that you need your wagon elements to be not more than half/red...problem is that almost all of them are (why by the way ?) and that makes the game unplayable really for the White. My advance during the summer of 19 is stopped because of that. Frustrating.
