From what I've seen, all this trade zone does is allow Bolivia and Paraguay to dump stock on the world market, but no one can buy it (aside from its neighbors). While this may make sense from a geographic or some other perspective, it may be better for gameplay if Parana were split between South Andes and La Plata (for Bolivia and Paraguay, respectively). It just screws up the world market.
