Spanish-American War 1898

I've played this scenario with Spain two times. In both,on the last turn, i was owner in Habana, Manila, Puerto Rico, but the victory screen show that i´ve lost. If the victory condition for Spain is take control over two of the five colonies, Why have i lost? On the text that follow the failure message said that is a draw :bonk:

I wanna my Victory :neener:

Is a bug???

Did you have garrisons in all of the regions? If a region isn't 50%+ loyal to you it doesn't count as controlled unless garrisoned.
