How to move fortress artillery and coastal guns?

As the Ottoman Empire I have tried to build and move some coastal guns and fortress artillery to forts and cities on the European continent, as it seems they can only be build on the Asian side of Turkey. However even though I have railroad connections from Asia (Turkey proper) to Europe near Istanbul I cannot move guns to these positions strategically, despite having enough railroad transport capacity. As a matter of fact it seems I cannot even move the guns towards any other position besides the place where they were built.

Does anyone know how to properly move them and/or build them as the Ottomans on the European continent?

Also are the coastal guns and fortress artillery in any way more special in their fighting capabilities than regular or heavy artillery and do coastal guns not share the same defensive capabilities as fortress artillery? Is it thus only for flavour that we have these two different fixed gun units?

I'd be intrigued as to the answer as I am building fortress units in Italy to send to my nice new colonies. In RoP the way to move the fort artillery is by bateaux and I'm hoping the same works in PoN?

The event "New Era" just fired for Japan in our multiplayer, which means the capital has moved from Kyoto to Tokyo. I am rather curious if I will be able to move the guns that had moved from Edo to Kyoto back when the Boshin War started through strategic redeployment. Nope, not working, as that very units were spawned through an early event (Black Ships) and are locked there. I will need to try it on coastal guns I've built myself.

In my experience, they cannot be moved by rail (which I was also expecting) but can be moved by ship (transport). Haven't checked if they can riverine move.

EDIT: You cannot move what is 'locked' but can move which is not locked but simply 'unmovable' (?), the inherent trait coastal and fort artilllery has.

Just to report, I built 2 fort guns and a naval gun in Genoa with the goal of moving them to my new colonial holdings. So they are fresh build, not scenario start unit, as you can see from the attached image I could load them on a fleet to transport them but they are locked in the province where they were built. Bit frustrating, but it does mean Genoa is well protected if the Austrian navy ever arrives.

So I can't move them by rail or by ship. When I tried to move the fleet to the destination it just refuses to move.

Never had a problem moving the unlocked ones by ship. As a minor, however, am unable to buy any fortress guns or troops for the fortresses, though can buy coastal guns for the coasts. It is fitting that they should be able to move very vrey slowly, and mobility by rail would depend on the nature of the heavy guns and the kind and condition of the railway and rolling stock.
