AI & Mandatory Offensives

In my most recent game as the CP, I noticed some strangeness with the AI & mandatory offensives. The AI choose Plan 17 for France & the Grand Duke plan for Russia (I may have the name wrong, but it was the historical one). However, when it came time to launch the mandatory offensives, only the French I Army attacked - II, III, & IV Armies, while required to attack, did nothing. Meanwhile, neither the Russian I or II Armies even crossed into East Prussia, let alone attack. Is the AI somehow able to evade the mandatory offensives requirement?
