Question re Event Tooltip Text

Is it easy to mod in the requirements for play, and any other gameplay specifics from the big manual, into the event card tooltips?
I'm hoping for some simple text editing, though it may not be that simple.
I never know whether I'm able to play most cards at any specific time and minimizing back & forth between program and manual, to look it up, is a bit of a pain not to mention a bit worrisome.
