I recently picked up this game and was wondering what do the sign posts actually mean in occupied territory?

They indicate that the railroad has been cut and needs to be repaired. This tends to happen in the East where Russia used a wider gauge than those nasty Western Europeans. See "Railroad Conversion" on Page-37 of the Big Manual.
