Ai grand offensive

Often in my games if i don't take PARIS in 1914 (mostly as i don't want to end the game too soon and hence voluntarily retire 2 paces)
I find in 1915 GRAND OFFENSIVES- AI never takes its objectives but still gets the 10 bonus morale and i get a -3.
For GERMANY even -30 is ok, but for poor AUSTRIA a -3 is death.

Why does this happen?
they many times do not even take a single province leave alone the desired ones and end up victorious.

Also - why is it that AI gets initiative despite HINDENBURG having better stats in the east, also FALKENHYN is not that bad he rarely gets initiative.

Another thing i find is - AIR research can be neglected by player and air purchase can be neglected and still be easily victorious, there should be political compulsion to research air.

Can you post here a zipped savegame (prior Grand Offensive checks) so I can debug it?
