Ethnic Groups

I have two questions regarding ethnic groups in the game and the rules relating to them.
First, who are the Slavs intended to represent in the game? I thought the term Slavic signified a broad group of peoples, which included Russians, Czechs, Slovaks, Serbs, Croats, Poles, etc., some of whom are already represented in the game. My second question concerns the Polish units in the game. Why don’t they suffer the same morale penalty as the Czechs and Slavs when fighting their Slavic cousins?

Won't presume to second guess who are included in any of the ethnic groups represented in the game however it's a pretty safe bet the the Poles were looking towards an independent Poland regardless who won and so would be willing to fight anybody as necessary. Hence, the lack of morale penalty for Polish troops makes historical sense in my opinion.
