Flag on Fort

Okay,

I have got my 1st Mod up. Now to work on the finer details.

How the heck do I get The Spanish Flag to Fly over Cadiz.

I have FRA vs GBR.

Is it because I made SPA part of FRA faction? Do I need to keep SPA separate until they declare War?

FRA|SPA|CAN|INF vs GBR|NED|ING

Not a big deal, but I think my Spanish friends won't take to kindly to being under the French flag, whereas my French friends might be very pleased... :(

Look at how the other scenarios use SubFaction files from the DB
