Dots above Nato Icons?

Just a quick question:

On the counters in the unit panel, the NATO-style icons are topped with a row of four dots, sometimes all green and sometimes partially white. I haven't seen these before in any AGEOD game, and I can't recall their mention in the manual. What do they mean?

How many elements are in the unit, and how many can it maximum have (unless I'm much mistaken)
