Special order Seek shelter

Hi,

I’m revisiting WiA after many years, and I admit that I’m hook again by this great game and to its artistic qualities, especially the beautiful map.

I have a question about the special order "seek shelter". According to the manual it is mentioned that this order, when given to a stationary force will seek shelter only when withdrawing from battle (without this order, the unit withdraws to an adjacent region).

In my current game, this order doesn’t behave as described: the force enters immediately in a structure, no matter if it’s moving or stationary.

Is this a bug or an error in the manual? I’m looking for a way for an entrenched defending force, outside a structure, to enter inside when withdrawing instead of moving to the adjacent region.

This order, withdraw inside a town or fort, will always place your units inside before the turn's end whether there is combat or not.
If you can leave a small force inside, say a militia unit, your forces will withdraw into the structure if forced to retreat. The advantage of doing this is your unit inside the structure will gain entrenchment inside so that when your other force joins they can merge with the militia and gain the entrenchment value.
