Unlocking Indians using Engagement Points

I bought the Alliance with Indian Tribe event. Now, how do I unlock a Tribe? Can I use this in winter?

A random tribe will unlock next turn for you. I am pretty sure they take winter quarters like most Indian tribes do but I am not for certain.

If you do it in Winter, they will unlock nonetheless. Might seem like a waste of EP, but it is useful to stop another tribe from starving, if you have the EP (I had).
