bug?

Is there a reason why artillery can't load onto bateaux? Playing FiW Colonial variant, suddenly in Montreal my artillery won't load onto any ships. Checked weight, it's fine. Have I missed something?

EDIT: Ugh! [Slaps forehead.] Water was frozen. I thought I checked everything twice over. It was May! Anyway, truly sorry to bother you all. Carry on....
