Activation Check

Maybe I missed somethink, but what excatly means Activation Check? What is procedure? It is some kind of roll? If yes, what is range of results?

OK, but what is procedure? Is is some kind or roll? Is strategic value of 6 means 60% chance to be activated?

AFAIK, it's a D6 roll vs. the Leader Strategic Rating, with the stated modifiers....
...so a SR of 6 should usually be active, barring any abilities, modifiers, etc.


I think there is still a small chance that a SR of 6 can still be inactive...
