Canadian militia in FIW

Moved onto the FIW now, playing as France, 1.10e +QF2.
I have seen several mentions about this problem, but haven't seen an answer/solution......
As France you get one year when the militias flock to your flag to defend their homeland and join you, after that, nothing, it's like the event is only firing for one year instead of every year.
Can anyone shed some light on this?
Is it easily fixable?
What event and what line needs changing in it?

I got the files,

Unit autoraise and dismiss do not apply to France side. Only GRB one.
I have not found any issue with Setup nor events.
Obviously not working as intended.

I will have to make some additional tests.

Is Autoraise working for both sides in others scenarios ?

I have only played as the British in my play through the game so far, and yes, militias were raised for them in both FIW and AWI scenarios.
The dismiss seems to be working as all the Canadian militias that were raised in the one year that militia were called plus any units already in game have all gone home.

The issue is related to Loyalty management in WIA.

The scenario setup is designed without taking in account loyalty Rules.
IMHO , loyalty rule was introduced, after BOA/WIA release, for AACW.
For Autoraise to work for FRA side, the regions need to have some loyalty percentage towards FRA.
Right now the loyalty value for FRA is 0 for all regions.

I did generate a test scenario and made several tests with 100% loyalty in Québec city region

13:03:08 (Reporting) Patriotic leader in area 65 base adjusted by -1
13:03:08 (Reporting) AutoRaise coeff in Area 65 for France Canadian Militia %: 69 PoolCoeff: 100 MaxNb: 2
13:03:08 (Reporting) Region 80 Kebec will be used for UnitDef 223 Canadian Militia
13:03:08 (Reporting) Raising France - 1ère Québec in region 80 Kebec
13:03:08 (Reporting) Region 80 Kebec will be used for UnitDef 223 Canadian Militia
13:03:08 (Reporting) Raising France - 2ème Québec in region 80 Kebec

The solution will be modify the setup (cities file) with corrected loyalty for all regions and generate a new scenario.
Not really a big deal. I can do it if you want to test it.
It can have a nice impact on Gameplay for sure.

The issue seems to be a known one as we can find in Patch 1.10 Rc4 notes

Fixed bug that prevented AutoRaise of units in scenarios with Loyalty Rule off [FIW, 1812, Native Wars]

But the fix seems not working as expected.

Maybe Lodi can elaborate.
