Changing terrain type

Hi
After changing the displyed name in the regions I think my next step could be to change the terrain type of certain regions, as i have seen this is set in the .rgn files, the rational for this is that there is a good number of regions that in NCP are clear terrain but back then were heavily forested, so my questions are
1) Do I have to change parameters in any other files besides the .rgn files?
2) How is terrain type related to Civ-level, and what for is this one?

It seems that it is in fact more complicated, changing the terrain type of a single .rgn file produces inmediate critical error upon loading the game...

There is no connection between the two...you may well have 'poor' terrain, like a difficult mountain, and a good civ-level, because the region is well populated and developped...

Civ-level is just an indication on how well developped a region is... it mostly impacts attrition.
