Element replacing: need help!?

According to Instruction Manual Ver. 6.2 for NCP 1.03:
""In order to receive an entire element as a replacement for an element that has been lost, the receiving unit may not be a component of a Division. It must be located on the map as a Force independent of any Division or Corps.""

Indeed, while playing with Hard Attrition Option enabled, I'm not able to see entire element added to a receiving unit...... :p leure:
Is there some special rules to respect or a specific command to be used ?

You have to be on a depot when this rule is on.

Is not a city or fortification a valid location?
A was assuming that!
Indeed you cannot built depot inside city or fortification locations because a some level depot already exist: I assumed is was possible to receive an entire element as a replacement for an element that has been lost there too.
