Here is a brief explanation of how they work
[color="red"]Subordinated Army Commander[/color]:
This leader is in charge as Army Commander subordinated to a superior, theater Commander. The high command provides +2 Command Point and an additional +1 Command Point per ability level, to Army Commander stack. When in hostile territory he will often suffer activation penalties beeing communication with the superior command humpered.
[color="red"]Superior HQ Organization[/color]:
The superior Staff Organization of this command increases HQ efficiency. +2 Command Points to the stack it is in. This ability does not improve.
[color="red"]Improved HQ Organization[/color]:
The improved Staff Organization of this command increases HQ efficiency. +1 Command Points to the stack it is in. This ability does not improve.
[color="red"]Contested Leadership[/color]:
Disputes within command staff and contested leadership reduce HQ efficiency. -2 Command Points to the stack it is in. This ability does not improve.
[color="red"]Blind Planning[/color]:
Enemy calvary superiority on the field humpers recons efficiency reducing HQ clear vision of the strategic picture. -1 Command Points to the stack it is in. This ability does not improve.
[color="red"]Poore HQ Organization[/color]:
The disordered and unefficient Staff Organization of this command reduce HQ efficiency. -1 Command Points to the stack it is in. This ability does not improve.
[color="red"]Poore HQ Command[/color]:
Because of unefficient command structure, Divisions HQs suffers a -5 Maximum Cohesion penalty and -5% to the Cohesion Recovery Rate, to all divisional elements.
