What to mod to add Generals?

If I want to add Generals that aren't in the game or make a higher rated version of a general that is in game what do I need to do? Can I use the Reserved spaces at the bottom of the units file? I suppose I could just change one of the leaders in the leader file and save it as something else also but I am curious as to what I need to do to add generals. I imagine I need to put them in the Leaders XLS as well.

You are in the wrong forum, but

If you are going to edit the text files, you need to create a model and a unit for the new leader, you need to reference both files in the model and alias files, and you need to make sure that there is an event which will cause your leader to appear.
