Not sure if this is even possible, as it would require changing the ledger, but here goes. Along the lines of one of my previous desires (to have Missouri and Maryland secede based on overall political inclination, modify the ledger as follows:
For the F-10 screen, remove the 'scenario background' info. Instead, use a map similar to the map used for the industrialization ledger screen and the liberties ledger screen. On this, ANY state can be selected - even ones not owned by the player. A level of "propaganda distribution" could then be selected, with the effects being either an increase or decrease in war support for the side controlling the state. In short, a waging of war through the newspapers and other reading literature to try and sway public opinion.
