Transports in Chicago

I ordered up some river transports for Illinois in the game I'm playing, and they were built in Chicago, which is a fair useless place to build ships. How hard would it be to fix it so they are only built where they can actually be used?

Well, from Chicago they can reach the river network (Ohio, Mississippi) via the Ohio-Erie canal ;)

You won't be able to move anywhere in the river system if there are frozen patches in between that they can't traverse. That might be why you weren't able to move them out. But other than in those cases you will always be able to move river ships from Chicago to where you need them.
