Of course if you followed that rule to the letter, the CSA would have zero one star leaders until October 1861.

In the early game, the one star leaders should represent a talent pool of potential division commanders. Who actually gets a division is a decision best left up to the player, as long as the talent pool of available one star generals is reasonably accurate.

I suggested a long time ago an idea Pocus found too grognard, but anyway here it is again...
Right now, the administrative costs of divisions are low in game terms (they are no an effective limit to the number of divisions, that is why a cap number is required) while Corps pay no cost at all. My idea is to introduce a new element in the game "Staff points", they would be spent to create divisions, corps and armies, and they will be generated every turn according to the war experience gained by armies in the game. With that "staff points" commodity many command problems at different stages in the war could be simulated.
Maybe for AACW2?
