I have a question about loyalty. I assumed it worked the same way as contol. Complete control equals 100% and if a region is disputed, each side has a percentage (e.g. French 75%, British 25%).
I am playing the 1776 scenario (it is now June 1777) and at least four regions have loyalty for the insurgents of over 100%. Winchester, for example, has loyalty for insurgents 110%, Tory 10%. If loyalty can total more than 100%, it doesn't work the same way as control, so how does it work?
