I don't really know, but I guess that artillery cannot be just recruited, bust must be acquired abroad, for which there are some options earlier in the game.

I think it is similar with tanks, which only come with foreign forces.

Yes, they are.

At least in PBEM.

I have played them in a 4-player game, and Prussia was defeated, with Russians (and Austrians) in Berlin and Frankfort.

I haven't seen the AI move the Russian armies towards Pommern though in several test games.

An army travels at the speed of its baggage train. So I don't see any reason why different parts of a regular Roman army would travel at different speeds at all. Travel speed and tactical movement speed are entirely different things.
