I've encountered what I think is a bug with initiative in the army-by-army activation mode. I have an autosave file from the start of the Sept. 1914 turn. Rails are not convered after the move, but during the move. It means when you enter an area whose rails (if present) are to be converted, the conversion is done and the additional MP(s) are spent.
