Your memory is off by a year. Linclon published the proclamation in September of 62, following the battle of Antietam, although it did not go into effect until 1 January 1863.

The amount you pay boosts the effect, but if you are at 135, an no bonus call should still net you a nice crop of conscripts. Do you mean 6lbs as pea shooters? Having bigger, rifled guns in arty divisions isn't really a question of range for me. Quick question. If you set automatic replacements to 0 does the AI not buy replacement chits? I usually PBEM, but I was doing some single player and Athena doesn't seem to be replacing hits. (I also could be imagining things :)) Anyone else notice something along those lines?

The problem with brigades is that they are scripted, so you would have to overhaul the whole force pool. In a way, the brigades sort of don't matter, because they get mushed together into divisions anyway. I'd be for getting rid of mixed brigades entirely and re-do the pool as "pure" briga...
