I do not know steam protocols, but if were a standard and not a steam install it would indicate the lack of a clean install. So I would recommend removing the game from the computer, restart the computer and reinstall.

Another thought, if the file is empty, then you may be putting his ord in a different folder than your game is using. If by empty you mean no files are present.

The only time I have ever seen this message is when you did not provide administrative rights. Occasionally with a new install if you did not install as an administrator. But upon start up very commonly.

These are both probability events. That is when you order a rail break a random number is generated to see if the break occurs.
Pillaging is more based upon the ratio of your forces and types of forces and the supply value of the region.
Unit types matter, too.

It can happen. For it to happen, the government cards are important. If the blockade card goes the right way, then the CSA can play the two foreign concessions card. It is a probability even. I really agree with ERISS - the game was designed for two white players. A compromise might be for both players to take a white faction and take turns playing the Reds. Indeed, what Stratman is saying is, yes they can do it, but it would be a lot of work. You would need to chase down each unit and edit it to match the table top play. So hours.
Probably more practicably, just run the game battle and play the miniature battle. The results will usually be close enough.
