It's due to the way replacements are calculated in AGEOD engine. Replacement cost is an average of the cost of all units using the replacement chit, which can sometimes skew the replacement costs up if there are large variances in the unit cost utilizing the replacement.

This is simply due to the joining of Italy to Western Entente and Turkey to Central Powers. The message is automatically thrown when AbsorbFaction command is run on the joins of these factions.
I like ExpertAI myself, but it has been about 6 months since I played it. Whatever you do, if playing SP, get some AI mod. The game is practically unplayable with vanilla AI.
