Unfortunately no, at least not without adding some overhead to the game. The map aleas used to place mines only check for adjacent harbors when created. To make the minefields clear would require removing the map aleas and readding them each turn.

Each time a hit is healed, there is a 10% chance of a chit being used, if my understanding of the engine rules is correct. So 1 chit = approximately 10 hits, but it's not exact.

To replace a destroyed element entirely always take an entire chit, and can only be done at depots.

I'm pretty sure you can continue on indefinitely, though I honestly never tried.

I'm not sure on the railroad, this was an event added by the AGEOD team during the expansion pack, I'm not 100% clear how it works. I have a feeling it only applies to the Entente though.

Ammo consumption is a lot higher than it displays. For EAW, ammo consumption happens per round but the display says per battle. It's misleading unfortunately. That's intentional. The U-Boat campaign didn't ramp up until later in the war largely due to Germany not having subs capable of staying deep at sea until 1916-1917.

Regarding subs, I reviewed the events, at Lvl 2 you only get an increased pool to build. They don't upgrade to next level of subs until lvl 3. But you should see quite a few more in your build pool.

Regarding air units, unfortunately it's a bit of a mystery to me how they work as well.
