1.03.01 is what is now current on Steam. But we had problems with patching it into an ongoing PBEM, so we put 1.04 beta atop it...and its working now. It is confusing. I wish the Steam and non-Steam were better coordinated and explained as to what you should have as most current.

I am not certain I agree. The CSA can staff down through the division level with leaders better than 3-1-1. The USA cannot even staff at the corps level without using 3-1-1 leaders. I found the problem! Apparently there were remnants of an old install that were causing a conflict. I deleted all ESP old files and did a fresh install - and it works fine now!
