Moreover Light cruisers provide sea supply due to being tiny transports. get enough of them in a blockade box and you can give the entente a nasty surprise, they usually aren't expecting amphibious invasions. :)

It is 400 men for infantry units, as they have 15 hits of 400 men for 6,000 total. Significantly less for anything else.

I don't think you have to merge the ammos train with the fleet, while in harbor. Once the train is in the region, then the fleet should siphon it dry. Each hit seems to be roundabout 400 men, sometimes a bit less if you've got a lot of artillery and it takes most of the hits. I usually order my troops to hold at all costs in a bit to avoid pursuit hits whenever possible.
