The AI is not so bad and actually build a front, stacked and concentrates on objectives like Lemberg and defended them to the end and other objectives. I usually send many subs to the atlantic box and they wreck havoc in Great Britain, I send them as a big fleet with evade combat order, to help avoiding the enemy's patrols.
