Update: on another front I was able to change the depot to a city, so that I could really build a city with the build depot order. With a minor change in the game data file (changing the depot.png to city.png) with this you can build a city anywhere on the map and therefore forts in any region, need...

I found a good thread (coincidentally started by you captain orso) that had exactly what I needed to resolve the issue. I recently bought a new laptop (Win 7) that had many problems running the game. I went to settings and ran this program in Win xp which resolved the issue.

Yes. I have checked, double checked and checked again that I have the AI on. But it still remains passive. I would update to 1.17a but again it crashes. I have no idea how to solve that.

I do not mean to lessen the role of the naval engineer as I had no idea as to what it was. But I have yet to lose even on the hardest setting for Athena, without ever purchasing one. But if it truly makes that much of a difference than by all means more power to ya for using them. I may even try one...

As far as bringing resources back to southern ports goes, it makes no difference. But it would be a shame to lose a brig due to being caught one time too often and taking the last hit and sinking ;) . The same goes for raiders. Also, time in port is wasted time for ships. But who cares about your fleets being repaired especially as the csa. as long as your cohesion and manpower are back up it really has no effect on shipping and blockading

This wasn't the first time I've had problems with the game and using PBEM only exacerbated things. I uninstalled and reinstalled the game and is now fine. I won't be editing game files again any time soon. Thanks
