I have some issue with how the game decides who 'wins' and who 'loses'. It is totally obscure, and often leads to poor results, of which this is a gross example. I suspect there are a few flaws in the method. Not having access to the algorithim, I don't have a clue what those flaws are.

I did a quick tour of the valley myself a couple years ago, crossing over the mountains around Luray, and then driving all the way up north to Winchester. I stopped at a couple sites along the way. Did you notice the one little rail line? Nice little country, not much changed over the last 150 years.

Benway Notes I think that the new rule that avoid the corps creation till spring62 isn´t good for the rebel interests, because the rebel inferirity only can be counteracted with a best command chain, but it isn´t possible with the new rule. I suspect you are right. That was not a sound change.
